For those no longer able to access Pirate Bay, there are many solutions: it provides two I tested.
The first is to replace the DNS with those of OpenDNS or 208.67.222.222 and 208.67.220.220
If necessary, the minor can be left even to Telecom (or your provider)
Alternatively, if you want to keep DNS Telecom, create (or modify if already present) the file c: \\ windows \\ system32 \\ drivers \\ etc \\ hosts by inserting the following line:
83.140.176.200 thepiratebay.org
Restart the computer or run from the command prompt c : \\> nbtstat-R
